THE LEGAL DUTIES OF CONTRACTING STATES UNDER THE INTERNATIONAL CIVIL AVIATION ORGANISATION CONVENTION

Abstract

In keeping with its objectives, International Civil Aviation Organisation (ICAO) had so far adopted nineteen annexes to the Chicago convention of 1944. This examines the subject of facilitation and processes to be adopted by contracting states on entry and departure of persons and baggage’s from international airports; the use of machine readable travel document and other equipment for physical examination and screening of cargo, facilitation of inadmissible persons, duty to preserve their dignity and obligations of contracting States under Annex 9, International Civil Aviation Organisation Convention of 1944. Discourse will also be made on rapid handling and clearance of passengers including disable passengers crew, baggage, cargo and mail at international airports facilities and service for satisfactory traffic, measure put in place by airport authorities of contracting states to control drug, pest, and animal smuggling. The paper further stated the procedures that may be followed when an aircraft lands elsewhere than an international airport, facilitation on search and rescue, accident investigation, savage and the issue of relief flights following natural and man-made disasters.
