In all organizations which treasures on quality service delivery, training has always been identified as crucial factor for development. The needs of training are anchored on the premise that it increases worker’s veracity, adaptability and expose them to the complexities and challenges of organizational tasks. Employers and employees need up dated skills and  knowledge in their work environment for overall realization of organizational goals. However, the abysmal neglect on training and ineptitude of government to develop new training packages calls serious concern for academics and all stakeholders in the business of quality service delivery. In the light of the foregoing, the basic thrust of this paper is to find out why most organization, including government play down on training needs of workers.  Research questions were carefully designed to elicit information on the subject matter and subsequently computed and analyzed with the outcome used to establish the fact of the statement.   Ezeani, E.O
