COMPARATIVE ANALYSIS OF TRANSPORTATION SAFETY MEASURES IN NIGERIA AND OTHER AFRICAN COUNTRIES

This paper conducts a comparative analysis of road transportation safety measures between
Nigeria and other African countries, such as South Africa, Kenya, and Ghana. The focus of
this paper is on the road transportation. The study investigates the effectiveness of policy
frameworks, enforcement mechanisms, and their impact on road safety outcomes. The research
adopts the qualitative analysis to review how various nations (Nigeria, South Africa, Ghana
and Kenya) address road safety issues in terms of the regulatory policies, enforcement
practices, and the resulting road traffic fatalities and crashes. This study confirms that Nigeria
has a good legal basis under the Federal Road Safety Corps (FRSC) Act 1988 (Amended 2007).
The study indicate that enforcement is moderate because of limited funding and corruption. On
the other hand, the use of high end technologies that include speed cameras and other
automatic traffic signals enhance higher compliance in the enforcement of traffic laws in South
Africa. Kenya has embarked on sensitisation campaigns and vehicle inspection as provided by
the National Transport and Safety Authority (NTSA) Act, 2102 but the major constraint relates
to implementation due to weak enforcement and poor road network. Ghana employs public
health promotional activities by the National Road Safety Authority NRSA, thus entails
community mobilisation but challenges by scarcity of funds and poor infrastructure
developments. The study concludes with recommendations for Nigeria to enhance its road
safety framework by adopting technological integrations, strengthening enforcement
capacities, and prioritizing public engagement and infrastructure improvements.
