In this issue of the journal, we feature two articles that reflect the challenges faced by Estonia in its efforts to apply EU legislative drafting methods in two areas of law namely telecommunications, media and Security legislation.

Although, as a general rule of practice, the concept of using the EU model is not currently enshrined in legislation or applied in legislative drafting processes within developing countries of Africa, Asia and Latin America, different forms or elements of pre-legislative analysis are applied such as explanatory memorandum.
